Following the last information of European Commission, DESCASE Europe breathers use the best colour additive that exists. Up-dated June 2009: ECHA
214.89 Ko: "No alternative substances or techniques to cobalt dichloride have been identified for the other uses (Entec, 2008)."
GOOD NEWS for DESCASE breathers end users and for DESCASE products. Dated June 15th 2011, ECHA (European Chemicals Agency, official department of CEE) recognises et confirms:
1. Dichlorure de Cobalt, used in DESCASE breathers as humidity indicator, is the only efficient colour additive that can be used.
2. Use of other chemical colour additive, as do few other is not technically suitable (alternatives to cobalt dichloride - e;g; other metal salts, such as iron or copper salts, as proposed by france did not allow the same range of humidity indication and therefore these substances were not considered to be technically suitable).

DESCASE Europe standard desiccant breathers use a closed technolgy. Internal chemical substances are not intended to release. The manufacturer and the importer, DESCASE Europe, as required by European Regulation N°1907/2006, can exclude exposure to humans or environment during normal or reasonably foreseeable conditions of use including disposal.

The manual of decisions for implementation of the sixth and seventh amendments to directive 67/548/EEC on dangerous substance confirm that article are not concern by European regulations on dangerous substance and establish that a manufacturer can consider that is product is an article when he can establish that during the use of the object there is no release of the substance or if there is a barrier preventing exposure to user or the environment. DESCASE Europe answer correctly on those two points:
1. With the DESCASE Europe breather during normal use of it there is no release of the internal substances;
2. In the DESCASE Europe design, on the two side of the desiccant there is a barried made with a filter media having the same technical quality than filter media used in respiratory mask for human protection.

In January 2011, Environmental and Health department of Canada established that:elemental cobalt, cobalt chloride, and cobalt sulfate are not entering the environment in a quantity or concentration or under conditions that constitute or may constitute a danger in Canada to human life or health.
As conclusion: DESCASE Europe breathers are in accordance with European regulations on chemical dangerous substance.
On an other side regarding REACH: this European established that all products that article that conatins chemical substances must be pre-registred before December 1st 2008, except xhere the producer or importer can exclude exposure to humans or the environment during normal or reasonably foreseeable conditions of use including disposal. It means that in this case products are automatically in conformity with REACH. That is the case for DESCASE Europe breathers.
